New model for volunteer clinic

Can’t there be a medical facility that operates as a clinic to local volunteer doctors?
They could charge a sliding scale fee from consumers/patients.
They could receive government grants for the facility and equipment, fundraise with their doctor friends for supplies or work out some sort of wholesale arrangement with hospitals, drug companies and insurance companies to pay for a pharmacy.
Doctors could volunteer a shift in whatever department they specialized on that specialties’ clinic day for consultations or pro bono work.


They could gather together as volunteer doctors and take surplus supplies and old but usable equipment to medical facilities abroad that could use them and do weekend relief missions.

What is keeping things like this from happening? Whatever it is, is stifling the whole damn economy.
